Excavation Permits

An excavation permit is required for work within the City right-of-way or for work that connects to a City utility. This includes excavation, trenching, utility installation, sidewalk or asphalt cuts, and similar work.

Apply for an Excavation Permit

You need an excavation permit if you are:

  • Working in a City street or right-of-way
  • Cutting or removing sidewalk, curb, gutter, or asphalt
  • Excavating or trenching in a public area
  • Installing or repairing utilities
  • Connecting to a City utility

The person or contractor performing the work should apply for the permit.

The City right-of-way generally includes streets, sidewalks, curb and gutter, planter strips, and other public areas along the roadway.

Depending on the work, you may need:

  • A Certificate of Liability Insurance
  • A Utah contractor license
  • Applicable permit fees and deposits

Insurance

The Certificate of Insurance must include a 30-day cancellation notice and list Spanish Fork City, its elected and appointed officials, employees, agents, volunteers, and the Utah Department of Transportation as additional insureds.

Contractor License

Accepted Utah contractor license classifications include:

  • S410
  • S390
  • E100

Inspection/Testing Deposit $1,000

The performance deposit applies when sidewalk or asphalt is cut or removed. Additional bonding may be required for larger projects.

Asphalt Cut Fees

Additional fees apply when asphalt is cut. The fee depends on the age of the pavement.

4 to 5 years 2 × application fee
6 to 10 years 1 × application fee

Additional charges may include:

  • $3 per linear foot for main line work
  • $50 for concrete work under 50 linear feet
  • Potholes are considered an asphalt cut

Fee Exceptions

A license fee or deposit may not be required for:

  • A property owner performing a curb cut on their own property
  • A public utility company franchised in Spanish Fork City

Road Closure Fees

Road closure fees apply when work affects a street, lane, sidewalk, bike lane, or trail.

Distances are rounded up to the nearest 1,000 feet.

Hard road closures are billed weekly at double the normal fee. Fees may also vary depending on how many travel lanes remain open.
